They were created by the College of Engineers, designed by its founder the famed genius Tilean inventor Leonardo of Miragliano. [1a]
After the inventor's death, the secrets of the Steam Tanks were
lost with him and engineers have so far been unable to successfully
construct any new ones. Only twelve tanks were built, all with varying
configurations. Only eight Steam Tanks remain, the lost four having been
destroyed during testing or in battle. SOURCE

Empire steam tanks are one of the most eccentric WHFB miniatures and clearly one of the most challenging, especially for its bent and minutely carved metallic sides tracing an overall diagonal divided in several sub-parts that are quite difficult to reproduce with precision.
Yet, I could trace and gather here for you what some geniuses out there have already been able to build with LEGO, waiting for your next additions to it!

Each of them has excellent intuitions, although I seem now to believe that nr2 and nr3 might have influenced each other. Overall size of nr1 is honestly more convincing.
